When compulsory liability insurance for healthcare providers came into force in the autumn of 2024, there was only one provider on the Estonian market. A healthcare provider had one price and one option – to accept it. Other insurers and intermediaries stayed on the sidelines. We were not willing to settle for that.
Over the following year we explained Estonian law and the Estonian healthcare market to dozens of insurers, sourced and analysed the available claims data, and negotiated to convince them that the Estonian market is not too small.
We found the solution on the international insurance market, where insurers have been writing medical liability cover for decades. We brought the claims-made contract to Estonia – the most widely used type of medical liability contract in international practice. If it works elsewhere in the world, why should it not work in Estonia?
From November 2025, an Estonian healthcare provider could choose between two quotes and two contract types for the first time.
